Community Awareness Program 2.0

Scouting Colorado is proud to partner with the CELL to bring the Community Awareness Program (CAP) 2.0 to our communities and invite Scouts, Scouters, leaders, volunteers, parents, and families to become Champions for Safety.
CAP 2.0 is a no-cost, one-hour, online training that empowers participants to recognize early warning signs of concerning behavior, understand how risks can escalate to violence, and learn when and how to share concerns with trusted adults, Scouting leaders, school officials, mental health professionals, or public safety partners. The goal is not fear, suspicion, or enforcement. It is prevention: helping connect people and situations to appropriate support before violence occurs.
This partnership supports Scouting Colorado’s Youth & Family Safety Initiative and reflects Scouting’s values of Preparedness, Leadership, and Service. It gives Scouts and Scouters practical tools to be aware, act responsibly, and help protect the communities we serve.

Take the CAP 2.0 Training Today
Participation is fully funded through September 30, 2026, making this an important no-cost opportunity for Scouts, units, families, and volunteers.
Recommended for ages 14+.
Three Ways to Get Involved
- Take the Training
Scouts can complete the self-paced, one-hour, online CAP 2.0 training to support select requirements for the Emergency Preparedness, Crime Prevention, and Safety merit badges.
After completing the training, Scouts should save or print their CAP 2.0 certificate of completion and bring it to their merit badge counselor. Scouts may work with CELL merit badge counselors or another approved counselor for these merit badges.
- Join a CELL-Led Merit Badge Clinic
The CELL also offers no-cost merit badge clinics for Scouts. Current clinic opportunities are focused on Emergency Preparedness and include CAP 2.0.

Additional clinic opportunities are expected to launch in Fall 2026.
- Engage Your Unit
Troops and units may complete CAP 2.0 together as a group and use the training as a starting point for facilitated discussion about preparedness, prevention, and community safety.
Unit leaders should use the facilitator’s guide to support discussion.
Please note: Only those who complete the online CAP 2.0 training on their own will receive a certificate of completion. Submit a roster to Scouts@TheCELL.org to document your troop’s participation.
Merit Badge Requirements Supported by CAP 2.0
CAP 2.0 may support select requirements for the following merit badges:
Emergency Preparedness
- Requirement 8d
Crime Prevention
- Requirements 1c, 1e, 2a, 2b, 2c, 2e, 6a, 7a, 9e
Safety
- Requirements 4d, 7e
Scouts should bring their CAP 2.0 certificate of completion when meeting with their merit badge counselor.
